Abstract

The levels of care in the health areas of Chile are scrutinized, particularly in regard to primary care. At this level the main problems are: shortcomings in the medico-professional domain; the administration by municipal authorities, which has dismembered the health care network; and difficulties in implementing the promotion function of the Services, as required by the biopsychosocial model. The current situation of the relationship between the primary and the secondary levels is analyzed, as well as the roles of the Diagnostic and Therapeutic Centers (CDT) and of in-patients care. On the basis of the authors experience, the conclusion is, that the Heads of the Clinical services or of the University Department Should, within the Technical Council of the Local Health Network, plan, supervise and evaluate all levels of the system, including the Health Centres and the CDT, with the coin of delivering an integrated, continuous and high quality type of health care.
