Abstract

The purpose of the article is to investigate the dynamizing factors of citizen participation based on the application of mechanisms implemented by the Ministry of Health in all regions of the country, to encourage citizen participation in public policies, with inclusion criteria. The case of Citizen Dialogues on Health Policy of International Migrants, implemented in 2017, which focused on the participation of migrant population groups, is analyzed. Through analysis of the content of interviews applied to key actors of the process, recommendations are generated for the strengthening of citizen participation in health policies from a focus on rights and social determinants of health.
