Energy and Health: an account of events, 2005-2006

This paper is in line with previous publications aimed at providing factual information and analysis regarding energy generation in Chile and in the world, which was initiated in 2005 by the National Professional Associations of Physicians and Engineers, and which emphasizes the importance of this subject for Public Health. Events in the period august 2005 until november 2006 are reviewed. These include: the story of the large hydroelectric power plants project to be located in Aysen Region; the continued use of petroleum and natural gas ( a complex story this one too); and the projections concerning the increasing utilization of coal. A place is assigned to the potential role of Renewable Non Contaminating Energies (ERNC) and their potential for Chile. Government declarations and other signals – considered to be rather confusing – are taken into account, together with proposals formulated in the Senate of the Republic. The latter seem to reflect an increased understanding of the problem and its solutions. I summarize the stance and deeds of the big corporations and of some political and administrative leaders who side with them – even on the subject of nuclear energy. One broad conclusion is that the energy and hydric policies for Chile seem to be formulated and implemented outside the Government and even outside the country. I emphasize the responsibility of the health sector as a whole in this matter; this should be expressed mainly as support to the parliamentary initiative of legislating in favour of ERNCs.
