Abstract

In order to achieve the national goal of leaving the stage of underdeveloped country by the year 2010 (year of the Independence Bicentenary), Chile needs to obtain in the health sector the best health indicators that developed countries have today. To obtain this purpose, it is essential to improve the GNP distribution among the population, reduce the inequalities between public and private health sectors, strengthen the public health sector and transform it into a modern health administration (with matricial structures, management by objectives, etc.). These goals can be reached only through a holistic view of health (promotion, prevention, recovery and rehabilitation). A holistic view implies the concept of Problem of Health. The Health Services should be focused on Health Problems instead of Health Activities as it occur today. In fact, a Health Service oriented on Health Problems can work by plans and programms that improve the health status of the population. The others cannot, because they only work by health activities or health activities packages. The conference ends with an analysis of the South California University Report on Chilean Health, 1994.
