Políticas de recursos humanos del Ministerio de salud: avances y desafíos

Since the recovery of democracy in Chile (1990), the Ministry of Health has encleavoured to strengthen the public sector of health, within the context of the modernization of the State. Human resources are highly relevant in this process, given that health care is a service provided by people for people. This paper describes the human resources policy of the Chilean Health Ministry, both for the national level as a whole and for those aspects that are specific for the public system. The aims of this specific policy are: to ensure that the vocational motivation of the health personnel is acknowledged and further developed; to achieve and efficient utilization of the available infrastructure; and to develop the capabilities and the organizational environment most adequate for participation and team work. The strategic objectives which have oriented the activity of the Human Resources Division in recent years are also described, together with the achievements and pending challenges.
