How power and public policy shape everyday mental health care
Governmentality, morality, and resistance in mental health: insights from political anthropology

This article critically examines how power, public policies, and institutional devices shape mental health care in Chile. Drawing on political anthropology, it explores governmentality, subjectivation, and resistance through the works of Michel Foucault, Didier Fassin, Veena Das, João Biehl, James C. Scott, Pierre Bourdieu, Sandra Caponi, and Vicente Sisto. The focus lies on the lived experience of public mental health teams, showing how daily practices are constrained by bureaucratic logics, efficiency demands, and moral hierarchies of suffering. Through situated examples and critical analysis, the article highlights forms of care-as-ethical-resistance within institutional constraints and offers practice-oriented implications for community-based services.
