There is a need to plan for the development of health personnel in the public system. In this connection, the concepts of staff career and required lay out of personnel, and of staff responsibilities and motivations are defined and illustrated. National examples of personnel satisfaction vis a vis their working conditions are quoted. Criteria for the determination of remuneration levels and for the evaluation of payment merchanisms are proposed. It is necessary to carry out a scientific research programme on various issues concerning health sector staff, in Chile.
