Key pots at the fup level of the National Health Fun (FONASA) were identified in 1990, as soon as the author assumed as Director General. The management team was then formed, by filling those posts, and an institutional diagnosis was prepared, followed by the formulation of the work plan. An effort was made to optimiza full involvement of the staff in the implementation of the plan, and fu this end work conditions were substancially improved, as well as the corporate image of FONASA. In the Free Choice (of provider) Modality, an increase in the number of participating professionals was achieved through a raise in payments per service and asimplification of procedures. The range of benefits for affiliates was improved; co.payments were reduced in the case of doctors consultations and of deliveries; and information campaigns were addresed to all user. In the Institutional Modality (services provided by the public system), support was given to the Ministry of Health in the shape of studies, project proposals and procedural improvements.
